Half Mile South Of Indiana Two Orange Lights One On Top Of Another

Location of Sighting: Approx: 1/2 mile south of Indiana SR238 on Howe Rd North bound.
Number of witnesses: 3
Number of objects: 2
Shape of objects: Two bright orange lights one on top of another.

Full Description of event/sighting: I am visiting my son and daughter in Indianapolis, we were driving north on Howe Rd approx. a half mile south of Indiana SR 238 between 1015 and 1030 PM on the evening of July 23, 2008. We observed two bright orange lights north west of us,the lights were brighter that the stars and brighter than any aircraft landing lights that I have ever seen. I would guess that they were separated by a distance of 10 to fifteen feet, one on top of another. I am thinking that this was one craft. The lights came on at the same time the dimmed in brightness in a couple of seconds. When the lights went out you could not see any kind of navigation lights or anti-collision lights. After the first lights went out a second pair of lights were observed 1000 to 2000 feet to the west of the first. With the same description. They stayed on for 2 to 3 seconds. Again, no navigation or anti collision lights were seen after the bright lights went out. I live and work around Air Force bases in Florida, I have seen flares, I can tell you that this was not flares.
