Time: Evening.
My buddies and I saw it too. Clear line of sight. Flashes of light pop up every so often. As we drove a few miles inland it seemed to be stationary, but moved further from the moo.
Indicating it was in our atmosphere.
We saw it disappear and reappear. Some in the area have also mentioned it in.
