Hi, I just wanted to say that my friend and I also witnessed the orange lights. We were driving through Tigard around 6:15 p.m. - 6:30 p.m. at night and we were fortunate enough to see them.
I counted 10 of them. I had never experienced anything like this before and both of us were very disturbed afterwards.
