Time: Evening.
Over Plum, Pennsylvania. My wife, son and I witnessed it along with 3 others. Your description is entirely accurate except the flash seemed to flare and then burn out.
We continued to saw something continue to fly after the flame extinguished. Do you have confirmation of what we witnessed?
