Time: Approx: 10:35 p.m.
Hi Brian, as I was driving home, I saw a vertical circle/ring of lights in the sky just above the horizon over a coastal mountain range. The mountain range is approximately 1600 feet in height.
From my distance the lights appeared as circles that shimmered and mostly moved around the shape of the ring, but some circles of light also moved in no particular manner within the bigger circle/ring shape.
The whole ring also seem to pulsate and then faded/disappeared after a couple of minutes.
