Hi, I noticed something similar last Sunday, 1/4/09. It was around 9:30 p.m. at night, and I saw an object which matches your description. Green in color, with a contrail of some sort.
I saw it break through the cloud barrier while looking east, roughly 5 miles west of Lake Michigan on Dundee road, in Illinois.
