8 Circular Orange Colored Lights Spotted Over The Mesa Arizona Area

Time:  Approx: 7:55 p.m.
 
Hello, tonight around 7:55 p.m. in the evening of 2/4/12 I was leaving my home city of Fountain Hills, AZ. We were going out to get something to eat and decided to go to the Mesa area, so we took the Beeline otherwise known as Highway 87 to Payson.
 
We were roughly about 4-5 miles north of the McDowell Rd intersection to about 5-6 miles north of the 202 intersect. We saw 8 circular orange lights in sort of a V shape. At first we thought it was an odd plane.
 
I sped up a little more to about 76 mph and began to appear to be catching up to it a bit. It was east of us and hovering over what appeared to be either desert land and some smaller residential areas, possibly Indian Reservation Land.
 
Regardless, the odd part was that within 3 minutes of watching this, following it to the best of our ability, all of a sudden the 8 lights, 4 on each side turned into 6 lights, now 3 on each side.
 
Then I would say about 25-30 seconds after that the 6 lights turned into 4 lights, 2 on each side, from there it was one on each side, and then none. It flat out disappeared. As the lights were turning off the craft did not appear to be moving very quickly and it was 100% traveling way to low to be a regular plane, there is just no way.
 
My fiancé and I counted several other commercial air liners in the sky including what appeared to be a private smaller plane and all were clearly no where near the altitude of this one.
 
This one was low, and when the lights went out, it was as if it  disappeared . We are doing our best to be logical with what this could have been however I know you need clearance from some sort of aviation control to go flying a craft over a residential area meaning, but what craft is allowed to fly with zero lights on? 
 
Even commercial airliners and single engine planes all have some sort of identification lighting, blinking or solid lights, something. So if I assume this is ours, unless they went through a worm hole when the lights went off they obviously were flying with no exterior lighting on, who gets clearance for that. And so low.
 
What we saw was at the very least very odd. Any thoughts. Also I decided to email this to here because a Google search had pulled up someone else who had seen something similar January 15th over Mesa as well.
